My Answer 

Government budget comes from public money or what we call taxes, the government is the representative voice of the people. is the government's duty to devote himself to the interests of the people than their own interests.

Congestion problem is a no stranger to the world community, congestion occurs wherever and whenever. as the economy grows and more people spend their money to buy a private vehicle, this is one of the factors causing congestion. increase in either private vehicles or public transport is not in balance with the state of the existing road.

Every year the government issued funds for road widening which aims to reducing congestion. but the facts are there, spending money for the widening the road is not targeted because of congestion still happen.

Public transport is one of the best solutions to tackle congestion, good public transport should be supported with good service as well. the role of the government is expected to focus in overcoming this bottleneck by doing a lot of improvement in public transport services, so that people who prefer to travel by private vehicle can switch functions using public transport.

Jakarta is famous for traffic jams all the time and always occurs around the point of the road in Jakarta, the city government is required to solve the congestion problem growing out of control. Jakarta is a solution to improve public transit service and performance, adding a new fleet, making the new public transport alternatives such as monorail, subway. land in Jakarta is very crowded not allow new roads or widening of the road because it's government is expected to focus more budgeted funds to improve public transport services.
